Bring in the best and most efficient laity, democratic and pluralistic society. The second solution is the only one where you could have all the non believers and other religions on the same side with catholics, the first solution will bring you quite fast to a small minority. In the end it simply means that you can go on on building churches, preaching and believing, but you will be allowed to have any special status over other beliefs. The second solution is what la Spanish government is doing. That's it.
