On March 5, 1997 he was appointed Metropolitan Archbishop of Ljubljana and was president of the Bishops’s Conference. He received episcopal ordination on April 6, 1997.

On February 11, 2004 he was appointed prefect of the Congregation for the Institutes of Consecrated Life and Societies of Apostolic Life.

Created and proclaimed cardinal by Benedict XVI in the consistory of March 24, 2006, of the Deaconry of San Francesco Saverio alla Garbatella (St. Francis Xavier at Garbatella).
